Not on a DS.
Perhaps on a DSi but most definitely on a 3DS.
Set-up your internet connection in your 3DS (and perhaps DSi) menu.
Obtain the C-Gear in-game (right after badge 1).
Go to Mystery Gift > Receive Gift > Yes > Get Via Nintendo WFC.
Works like a charm.

I do believe this works on the DSi also seeing as Black/White are DSi-enhanced games. That's makes this possible for my 3DS.

If you do have the game, you should really give it a try though.

Not really. It's the base 100 pixie of this gen along with Mew, Celebi, Jirachi and Shaymin (Land forme). I suppose it could be useful if you get one with the absurdly powerful V-Create, but otherwise it feels to me like it wants to sweep but doesn't have the high-power moves to even try it until it reaches absurdly high levels or through judicious use of TMs. However, of the few Pokemon that get access to Final Gambit, Victini has the most HP.

Mainly because my DS doesn't exactly work well and I'm currently shopping for a tri-wing screwdriver to remove the screws in mine so I can replace the D-pad.
