Oh, she was supposed to be shadow god there? I thought so at first, but then she mentioned shadow god in the narrative so I thought I was wrong...

Well, this is more a saying along the lines that town players aren't always predictable.

Note that Ema Skye is an attorney in the setup.

There's an old AragakiAyase saying that goes along the lines of "Towns be townier."

It makes things easier when people deliberately trying to cooperate together and explain their own actions while trying to interpret what's in front of them.
