Well if this role is actually legit, it's god tier.

And because it's god tier, I'd have a hunch Cel isn't actually a human anyways. Probably a third party. A human with a role that can use any roles? Jesus... how is that balanced?

Already did. If Cel shoots a town, and if there's four wolves. Town has a 50/50 since wolves would most likely target tilico and it'd be up to manti to block with his rng block.
