With the right knowledge and the right hardware, anyone could have done this.

Probably the only reason they weren't caught was because this was back in the 1980s. It'd be far easier and more likely to get caught nowadays.

Fun Fact: If it's broadcast over the air, anyone can interfere with or listen in on it. By broadcasting over the air, you are also broadcasting your location for anyone who cares to track where the signal is coming from, so don't think it's a good idea to interfere with or broadcast on frequencies which you don't have permission for (it's a bad idea and you can easily get caught)

Just remember, anyone with the right hardware and the right knowledge can listen in on or modify data sent over the air, which includes cell phone calls, wireless Internet or other wireless networks, radio, over-the-air TV, satellite communications, and so forth and they can do it a heck of a lot easier than through wired methods of communication.

Download the Conet Project if you like number stations. They're far creepier than this, especially knowing how they're still floating around out there, and with the right equipment, you can tune into them.
