It's Russia. There seems to be an abnormal big amount of teens that suicide themselves because of poor living and social conditions. I think he's maybe one of them and the Naruto episode had "triggered" his suicidal thoughts.

Russia is pretty messed up atm, I'd be a lot more surprised if this was in the US or something. It's still pretty ludicrous though. If you take a fantasy story that seriously you probably have some kind of mental issues.
