If you put in

you'll get a 5th note jack. Not that complicated.
It's totally precise, as in, it doesn't just snap to the nearest 64th or some trickery like that.
They are all noteskinned with green arrows, though (except the red ones obviously)
It works on 3.9 in that manner. Not too sure about 4.0

5ths work, just tested it in Stepmania. The noteskins are the same as 64ths, which are green on mine. I'm guessing 9ths work too. I can't think of a good use for 5ths or 9ths, and I would probably just stick with my 4ths and 8ths and a different bpm.

Anyway, using 5ths/9ths/whatever on Stepmania isn't practical. Therefore, using Notepad is useless.
However, if you actually wanted to use Notepad, you'd have to listen to the music. Specifically, you'd have to listen to it over and over again to make sure that the steps go to the music. That doesn't sound very fun.

All of this compiled means... JUST USE STEPMANIA.
If you can't, it's a crying shame, and we hope your parents will change their minds. If you could convince them that it's harmless or dispel whatever claim they have against it, then do that. Or at least try. If you aren't successful, then sorry for your luck. I wouldn't recommend making a simfile.Have a pad simfile that you're proud of? Send it to:

wow.....if i had to make my sims using a notepad...id give up once i started. 99.99999999% people would use stepmania to make sims.
