Default OK guys, need opinions..

History Mid term paper is due soon, and I just want to gather some opinions and ideas on the topic.
Of Rousseau, Hobbes, Locke, and Machiavelli, which thinker/philosopher best describes the government (or state)? Why?
(Government as in today's government)
Its kind of an opinionated question, and hard to write about, but I'm going with Locke. I'm too lazy to write out why, but I was just wondering what everyone else thinks. Thanks, Scott.
