I eliminated every bit of Flash that my laptop had, forcing Google Chrome to use its own flash player (as opposed to an Adobe plug-in, which with the update, the two were combined into one that unavoidably used Pepperflash, which was causing the lag and choppiness). Once I did that, I downloaded Adobe again and had two options in my chrome://plugins instead of just one.
C:\Windows\SysWOW64\Macromed\Flash\NPSWF32_14_0_0_145.dll C:\Users\Samuel\AppData\Local\Google\Chrome\Application\37.0.2062.120\PepperFlash\pepflashplayer.dll Before there was just the second option, as the update combined the plugins and ruined everything. Now I have pepflash disabled and the first one enabled, and that fixed the lag/choppiness. Then even though the game was running smoothly I was playing very poorly and figured out the only thing I had to do to fix that was decrease my speed mod so I could read the arrows better and now I'm doing rather well compared to before. Note: The standalone flash projectors (9-14) still use pepflash, and thus still drift in and out of choppiness for me. I play only on Google Chrome, and on R^3.
