Siggy pic wont go through

ok i have had this pic up to two days in my sigy then i get this below
it was too big for the requierments bud then i resized it and now it still has this
i have had a red X befor bud i had changed the upload without changing the image directory txt
plz help
(if u guyz want i can put a tiny pic of it in this thread maybe)
second question, what does that mean V-V-V-V-V-V-V-V-V-V-V-V-V
