Inconsistant scroll rate

Hey all..
ive been playing FFR for a while now and everyone told me to get into stepmania.
so i downloaded it and got a few songs from bemanistyle.com.

but some of them like speed up and slow down particually when you get some holds or something
is that normal?
can you turn it off? its so annoying.
