Graffiti is a perfectly legitimate form of artistic expression, it's a style of art rather than a seperate act.

Graffiti artists in my town have been hired by businesses to paint murals on side facings of their building etc, and they take a lot of skill and look fantastic.

Vandalism is vandalism, and the form it takes is irellevant, but just because a lot of vandalism is graffito doesn't make all graffiti vandalism.
