Do you think this is the perfect punishment for young offenders or not?
Is it too harsh or not harsh enough?

Personally, I believe that humiliation may be the best punishment for teenagers.
I'd sure as hell be wishing the ground swallowed me up if I had to wear a sign like that.

I think he should clean the graffiti up as well.

Perhaps a place that kids can graffiti could be built or something.

They don't need to vandalize buildings.
