You realize the conditions under which life can form have a percentage that is infitessimally low. Even with suitable conditions for life, you need a way for the life to begin. Such combinations of elements and energy needed to form this is hard to come by. I suppose with all the time and area there is, eventually other life will come, or already has come, but don't act like we're in the boondocks on the outside of a bustling city of civilizations.

If you compare the chances of life existing with the size of the universe, there is definitely life out there. They already found on the news a planet only 30 light years away that could support life. Europa, a moon of Jupiter, is said to have water under its icy exterior that could easily be supporting alien aquatic life. Mars is believed to have once had water.
With a stable body of water comes a huge chance of life. Maybe there is no great Federation of planets out there, but I wouldn't be surprised if we've missed a few interstellar wars.
