FC reqs are mostly for lesser skilled players in order for them to attain points.(unless it's a difficult song like Pants for the expert players)

The percent requirement I'm pretty sure means the percent of the highest score you can achieve on that song, which is why Pants, Crowd, Caprice, EHHS, etc. all have lower % requirements...

basically if you FC something with too much extra goods and avs, it won't be good enough unless it's over that 95 or 97% for example

so the AAA score for Pants is 4,687,200 whereas the FC percent requirement is 97% which means you need at least 4,546,585 points (97% of the AAA score) to get the skill points
