A stupid Photoshop question
Well, this may be stupid, but I haven't been able to figure it out after months, and no guides have helped me. It's actually rather simple, but I was wondering how to get a certain effect in Shop. It's common when I download simfiles, there are horizantal lines across the image.
Examples below:    Please tell me HOW I get those effects. I CAN'T FIGURE IT OUT!!! Thanks, say google and be terminated
