X-mods increase the scroll speed of the song by a multiplier. This mulitplier is applied to all BPMs within the song. The scroll speed at any given time is equal to the BPM at that time multiplied by the speed mod, so if the BPM changes (or stops), the scroll rate also changes (or stops).
C-mods fix all the steps to fit a constant scroll rate regardless of the song's BPM. The scroll rate is equal to the C-Modifier throughout the entire song, even if the BPM changes or stops (i.e. C500 would make the arrows scroll at the exact same speed as a 500 bpm song on 1x). This essentially removes all BPM changes from being seen by the player.
Uhhh cause this is the same thread that I already posted them in. If you look closely at the first page you will realize that all the scores are now red X's. Likely because the website I was using is down for I-dont-know-how-long. So I hosted them on Imageshack so people who haven't seen them can.
