Speaking of "limited" permission status, are we fully allowed to chart whatever song we want from Jan Robbe, or are we limited to his "Atomhead" Alias?

Where are you pulling this permission from? It's not in the OP as far as I can tell.

If it's not in the OP, not in the forums, but there's a song in-game, the general guideline is we only have permission for that specific song unless said otherwise.

Is there not a template users can use to reach out to artists? A DM saying "hey cool music can we use it in a game on this site?" without much context from a random forum user seems a bit unprofessional and I hope it doesn't scare artists away.

I came across Ninety9Lives, a label providing free music for videos and streams. Although it mainly talks about monetized Youtube and Twitch videos, I believe it also applies to FFR since it's non-profit. Details can be found here. All music files are free to download in the website.

EDIT: As of January 2022, the page is inaccessible because the site is being rebuilt. They did not change their policy, as can be seen in their recent Youtube videos.

This seems to work fine. FFR can fall under the broad definition of 'video content or streams' as the website makes it out to be. Just make sure to include music credits.

The page makes it quite obvious that they want to be contacted only in the situation for commercial use, so non-commercial is fine.

I resorted to the template because i didn't know what to say, so i copy and pasted it and replaced some thing in there to the best of my ability x.x but thankfully the artist understood it

I also explained that the game itself was downloadable due to flash being unsupported and explained how to get the game
