You can definitely boil down poe to what you described but you don't have to adhere to the 'meta'. At the end of the day poe is about clearing maps and killing bosses, preferably fast, and dreaming of mirror drops. High damage/speed builds can clear maps, kill bosses, and as a result, find loot faster. ARPGs regress to the optimum cause people who play them enjoy killing things fast. Even if poe's skill tree looks more variable than it actually is, that doesn't stop many skills from being viable
That being said I've enjoyed the two builds I've played in LSC so far. I ditched my siege ballista build though cause I felt totem AI was too garbage. My whispering ice build is pretty slow but it's fun to play anyway cause I haven't progressed as far into maps as I had before. Hoping to finish 36/40 before the league is over
