part of it was because we left before the job was "finished" because we left a power vacuum from obama wanting to end the war asap to score political points despite what the pentagon and top military officials recommended.

bush predicted the rise of ISIS in 2007

going there in the first place probably wasnt the best idea but it happened and we had to deal with it :/
