There hasn't been a regular user tourney for like 5 months, doubt many other people are holding off because of the official. There just hasn't been as much activity for user tournaments as there used to be. Look back to 2009 and people had to wait for their tourney to be approved because there were too many running at once.
Also there's no reason not to run a tourney just because of the official. The rounds are a week long and usually people are looking for something else to do anyway. This will also offer some practice before the official starts.

Seriously, this is a really bad mentality.
People have absolutely no reason to hold back on a tournament -- the official is not going to take away any activity from a user tournament; if anything, it will increase the activity because there are more "foreign"/casual users on the site near the time of the official.
In fact, my Halloween tournament coincided with the 6th Official tournament (I posted it after sign-ups opened) and I had over 100 signups! In addition to that, the drop-off rate was actually pretty low; most people stuck to the tournament, probably because it was a good medium of practice and something else to do other than grinding their weekly song in the official.
If you have a tournament and content ready for it, you really shouldn't be holding it back at all. With how quiet the tournament subforum has been with regards to actual FFR tournaments, you definitely should post it. Players like myself prefer having multiple tournaments to play in because if one song becomes problematic, I can grind another and switch back and forth as needed.
