He's hiding in the woods with high powered rifles, it seems to me like the police are just maintaining a perimeter until he decides to make a move...sucks because this makes the lock-down last longer but it's probably the safest way to go. Considering he's already killed three RCMP, I don't think they want to walk into an ambush again.
Finding an unknown suspect is a little different, and I'm thoroughly impressed by how fast they apparently found the Boston bomber.
I mean, I guess if they've got him trapped or whatever, minimize casualities is good, but every hour that he's still uncaught is another potential for him to sneak around and actually harm an innocent. Although it seems pretty clear his target is the police or other authority, so I guess taking measures to keep police and military alive becomes the role of protecting the victims/targets.
My area is within the large barricade they made around his apparent position. My mom had to come home from work because they're basically closing everything in the city, and she was stopped by police with shotguns. The only reason she was let through is because they could see our house from the intersection.
There are literally police all over my area, as well as armored vehicles.

This is pretty much the only picture I could snap by my area, because as you can see there are a lot of trees where I live.
The cop that's parked there is guarding one of the entrances into my area. I believe there is a second cop as well but I don't think I can get a picture. He's searching all vehicles that go through the traffic circle, not even vehicles trying to enter this area.
