the first arrow gets half way up the screen then stops for 2 seconds, its throwing me off

Does the same for a lot of people I believe, it only does that at the start of songs so just get used to that and you should be fine.

They were in the last F&L tourny. They're to split up D3 into two groups since that particular division has such a wide range of skill.

2. Be respectful to all other competitors in the tournament. Arguments will not be tolerated and are grounds for removal from the tournament. This will include the hosts themselves. No flame wars as well. Breaking this rule will result in MOD notification and they'll asses the problem from there.
