A: We'd actually love to do this, but combo scoring ruins it. The combo is so much more important than PA right now, so lots of people have mashed scores with good combo but bad PA, and they can't improve them without getting at least that much combo. So going based on the PA in your best score would be really unfair to those people, since they'd be getting fewer points than they deserve.
