It really didn't make sense to me that someone who would be able to get Oni in 2007 can't get it in 2008 or later because it was changed... would the fact that someone started playing a year earlier mean that they're more skilled?

I agree with you, and I think I've said this a few times in the "actual song difficulties" thread, but who knows what will happen.
