I want to say it's something like a Caesar shift because some of the lowest used letters in the English alphabet (z, k, and j, specifically) show up as the most used in that string.
No idea what...

I use Tor browser for most of my internet browsing if I can get away with it, but some times when I connect I get an IP address that's been banned by the site. Closing and restarting the browser...
