For your future reference, Taiwanese = Simplified Chinese. In mainland China they use Traditional Chinese.

        It says "Beef Capsule"
I'd assume it's some kind of beef-flavored candy or candy-shaped beef jerky

Right, but that doesn't mean supermarkets are devoid of other foreign products. Just visit a store at your local Chinatown.

Wait, what. Isn't it the other way around?

              1. Taiwan uses traditional Chinese.
              2. China uses simplified Chinese.
              3. Taiwanese is primarily a spoken language, rarely written. When it is, it's either usually in Chinese characters mostly compatible with Mandarin Chinese (but not 100%) or in some form of romanization, usually POJ Church romanization.
              4. I see simplified characters on the packaging.

Its "Chinese". Chinese is the language, the writing on the packaging is Chinese.
Chinese characters/writing have many different ways of pronouncing them; or dialects, Taiwanese(/Hokkien) is one of them. Mandarin is the most spoken dialect. You can have people speaking different dialects of Chinese which may have problems communicating with each other, yet they have a common understanding of the written language
