Download Stepmania, in "Tools and Package Exporter", click "Create Song", locate the .mp3 or .ogg file you wish to put steps to, the song should be created.
Open stepmania, go to "Edit Songs/Steps", Select the Song, the Difficulty, then just step music to it.
There's probably stickies around here about how to do this, which you could have easily found as well.

WinBPM or BPM scanning programs are available for free. Just search for it on Google.Have a pad simfile that you're proud of? Send it to:

BPM scanning programs are for the weak. Here's what you do:
Put a single note on beat 1 of the music. Play the song by pressing CTRL-P. Note whether the first beat of the music starts before or after this beat. Change the offset using F11/F12 accordingly and then try again. Keep doing this until the first beat is perfect.
Note: You can press ALT-F11/F12 to change the offset by a smaller amount than 0.2s
Then, put a bunch of quarter notes (red arrows) for several measures of the song. Use F7/F8 to get the BPM to about where you think it should be, play the song. If the arrows go off beat, change the BPM until it's perfect.
If you don't have the patience to do this you have no business making stepfiles anyway.yeah.Comment

I should've added that bpm scanners sometimes fail, and that they usually only approximate the bpm of the song. After getting the approximate, I use a method similar to dragoon's to get it on sync.
