IVKAS was an old term used for 4 key auto scratch. It used to be that you would add notes to every beat in a song. The placement of the steps would be in a beatmania style, where one step corresponds to a specific line and it stays there. At times, people's IVKAS files would just be like any normal file now, where notes are everywhere and not exactly with logic and repeating the process for every note.
Also, the songs that the people who use the term are usually DDR songs.
