Years have gone by and it seems that FlashFlashRevolution.com has proved to be the most persistant DDR / Stepmania related site out there. Most of the old sources for aqcuiring simfiles are long gone. This page comes up first when googling Stepmania Simfiles, so I'd better at least keep it valid. Here's a revised list of links that still work.
http://www.flashflashrevolution.com/sims/ - Of course, why would you go anywhere else besides this URL? Thousands of simfiles in the database.
http://www.bemanistyle.com - Once the ultimate simfile site with the most abundant collection of stepfiles from all difficulties, only issues being that you need to register (for free) for the site, and there are many terrible stepfiles weeded in with the good ones. I haven't been to this site in a while, so I'm not sure how easy it still is to get simfiles here.
http://www.ddruk.com/downloads.php?subcat=1 - DDRUK, by demand. There once large simfile collection is mostly gone, but they still have a good set of official simfiles as well as a couple megapacks hosted.

www.smhaven.com - They're new. They'll be getting over 400 downloads in the next month.
http://zenius-i-vanisher.com/v2/simfiles.php - Another abundant source of official simfiles and user simfiles, where you will have to do some fishing to get the good material.
http://www.otakusdream.com/downloads.htm - Has loads and loads of links to packs and simfiles, most work, some don't. That's the way it always is. An overall good site for stepmania.
http://www.senture-mir.com/Steps/ - While this is just a directory listing and not a website, you can directly download dozens of packs, named by theme or by the author that created them (for instance Kilga.rar Reach.rar Skor.rar Toph.rar). Looks like a fantastic place to expand your collection.

The site itself still has many users posting links to simfiles and packs hosted here and there, it's a good place to check for new material once in a while. This is a link to the File Central forum.
