This looks like a healthy start. Keep perfecting the style to be exactly as it should be, and then try something with ink or in Illustrator perhaps, and make something more detailed!

I'm not an expert in the style of anime, so all I can give you is my subjective constructive critique: Take a photo without a shadow on it kidding around, but for real, do that too--

Think a little more about the hair, and in particular, it's tendency to be super straight, but curvy at the ends. The side parts of the hair around the mouth area could be bending inwards slightly, to make the splitting and curving at the end to look less unfitting, if that makes sense.

But for me, with the face and top of the head/hair area there, you're getting it completely right. I'm not a master at character design but I get a sense of character with this face. So, keep at it with that, but try some focus on things like hair, because they too can generate a real sense of character. And to me, the hair lower down on the head is less fitting with regards to helping the sense of character. It could just be because there is curvy spots and straight spots which aren't working logically together and that may be it.
