Just a very small update in the main post:
Added SMOC 8
Added Bunch of Files You Probably Don't Have 3
Added Ultramarathon Gigapack
Added Cringefest 2013
Fixed broken download links for 3.9+ and 3.95 (Thanks to an anonymous tip)

If you do, could you put "Dancing Rain Presents:" in front of Raging Firestorm and Crashing Thunderstorm, so people would know who made them?Comment

Made a fairly large update.
I added a full section for R21freak under the communities section since I completely missed out on their wide selection of pack releases. This includes all their Secret Santa Packs, Files of the Week, and more.
I expanded upon Otaku's Dream by including their community exclusive simfile authors' compilation packs (re: Jubo, Tweety, Huzure, etc.). I've also taken the time to designate whether each of their packs are Pad, Keyboard, or Hybrids—many of them are incorrectly listed on the SMO Downloads page.
I will eventually do the same with SMOC once I confirm with ca25nada which packs should be listed under here.
@foxfire: Gpop's Vocaloid Project Pad Pack 3rd needs a SMO mirror.Comment
