The point of a hands on hips pose is to accentuate the delts and attenuate the chest. You're pushing the anterior delt forward and the medial delt moves laterally, increasing the relative size of the delt in the picture. Meanwhile, this also either flattens the pecs makes constricts them, depending on which way you go with your shoulder blades. The effect usually makes the chest look flatter or smaller.
