        Most women don't sit while peeing in public bathrooms mostly because other women can't aim either. Try hovering while drunk.

                                            While I agree that people should be responsible for cleaning up after themselves, restrooms (especially public ones) get dirty after a while. Billing the entire floor sounds ridiculous! Can't your school afford staff or janitors to clean the restrooms?

                                                Everyone on the floor would get billed for having created all of the excess mess (Or whatever the complaint is). It is assumed anyone and everyone makes all of the mess simulataneously. How cheap and sleazy is that?
