If they were cheaters, the admins would know, unless they were DSing...other than that, any hacks or cheat systems would be detected by the admins, and you'd be totally permabanned if the detection system went off. I can't say the same for DS though. They aren't cheaters. Ever thought that they just might've gotten lucky on one single round?! I think it's quite possible. I can't say the same for you, as it's demonstrated.

u have played these guys in multiplayer and killed them with ease.

Not everyone who is really good can play MP because they have lag (not always their fault, and NOT at all cheating either)

People who are good have made videos dude. Rather than just assuming they're cheating, try watching their vids and reading their explainations.

This is true, I'm currently on a computer in China, the normal play is okay, but MP is so bad...on MP, I can't even FC anything, but when i'm on normal play, I can go ahead and FC some FGO's. Huge skill level jump here.
