Anyways, Minorfault, just ignore the loss of that dll. It's probably just a minor fault (couldn't resist!) because neither Google nor dll-files.com turn up anything. I don't have that dll in my XP computer nor my Vista computer, so it's probably related to some random application (and not part of the base OS installation) that you have; if something doesn't work, it is probably due to the absence of this dll, and you should just reinstall or repair that application. The dll was most likely removed by a spyware tool because it looked suspicious.
Edit: Also, the error message will probably turn up every time you restart; just ignore it is all I can advise in order to deal with it.
