It's more or less a question of the social graces of that area. You can more or less get away with saying comments that wouldn't be appropriate in mixed company in certain parts of the West coast, yet you probably couldn't get away with it because the graces are more conservative.
It could have to do with the fact that the East is older then the West, therefor, embracing the old social cues that it loves. It's almost like going to another country.
To answer your question: I lived in Maine for around six years of my life and I always go there over the summer. You can definitely see the contrast between the Third Coast and the East Coast.
