Really, they were planning on making a LoZ movie based on OoT 5 years ago. The idea was dropped.

Plus, it looks too much like Lord of the Rings.

Am I the only person that would never want to see a movie based on Ocarina of Time? I mean, the world record for beating the game without any skips is 4 hours and 46 minutes long, so a movie would probably take at least twice that long when you add dramatic effect and extend the plot lines. Sorry, but I don't want to watch a 10+ hour movie.

In this case a fair amount would need to follow the game pretty well, but not exactly. Sure, there are a few things you can leave out, but there really isn't a whole lot you can leave out while retaining the same story.
