although I am always sort of partial on these things because part of me says, let them learn, it's better than holding them back. But another part says, but what if the mistake ends terribly, creating a wound that they aren't ready to heal.

Well it was another kid who put the sparkler on her shoe.

Television shows are solely on television. Movies are solely in theaters / on DVDs. Etc.

No one agrees with you, sparklers shouldn't be banned. And how do these things happen all the time? It's the first time I've heard of this specific case. If we were to ban everything based on one stupidity, everything in the world would be banned.

Especially drugs. The FDA keeps on banning all the effective drugs. Good allergy medicine is hard to find and few are rarely effective. However, about two years ago, I found a really good allergy medicine, but because one person decided to overdose it and die, it was banned. I mean, one person decided to be stupid and killed himself and as such, the drug that helped many others must be banned. Seriously, what is up with that? There are other harmful drugs and foods out there that should be banned.
