^ Exactly. Bush's value is dimished by the fact that there's already a quality running back and quality return man on the team. What purpose would he serve? None aside from being an upgrade over Wali Lundy and Vernand Morency, which is a largely unimportant role - a fact amplified by the money he would've demanded. No backup RB is worth a $60+ mil contract unless it spans over about 20 years.
Williams, on the other hand, actually serves a purpose because (oh by the way) their defense blows ass too. Williams can come in and start immediately. An upgrade at a starting defensive position is always a better choice than an upgrade at a backup offensive position, especially when you're going to pay the guy first overall money.
All of this is relatively moot regardless, because Bush and Williams together wouldn't have saved this team. Aside from QB, RB and KR/PR, they have glaring holes everywhere. Houston is going to be rebuilding for the next 5 or so years.
