Negatory. When you intentionally jump off the edge, your back is facing it, and it doesn't let you grab the ledge. It just makes you fall off. The only non-WD way I know of is to direct your up-B in the direction of the ledge, but this can be risky.

I don't know about Melee, but I play the N64 one and I OFTEN simply jump backwards off the edge and hang there. Key thing is to face with your back to the edge, jump, then move just past the edge. It's not hard at all to do.
Why in the hell would they take out wavedashing? They purposely put it into SSBM, and it certainly didn't break anything, so what would be the reason to take it out?
In SSBM, you can also use certain characters to turn around in midair, such as Sheik, when using certain moves. For Sheik, you can use the needle move while tilting to the opposite direction to turn around while in midair.

WDing was actually just an artifact of the game physics. They actually noticed it in testing and registered it as a special type of landing, but it certainly wasn't intentional. But you're right, anyone who doesn't L-Cancel and waveland every surface they hit isn't playing right.
