No, you can just turn them off if you want, and tell people that if they disagree then they don't have to sign up.

This is what was envisioned people would do with their votes when the system was implemented; use votes to say "I'll vote for your game if you change this thing" or something like that.

Having them off won't affect the game that much. I'll bold it and announce it in the first reply if it officially goes through. This is a pretty lacking voting thread in terms of contribution, or at least just on the slow side. If there's a die hard out there who can't live without phantoms, let me know.
