Head over to the FFR Batch Forum for all the details on how you can get your file into the game. The Artist Permissions forum section will help you find out if FFR has permission to use the song your file goes with.
STOP MAKING RANDOM AND CRAPPY PACK IDEAS.
Stop executing these ideas in a failing manner.
Stop spelling things wrong.
That is all.
Also: It might help if you get original files into your pack.
And don't just ask people to submit files like they're your slaves. If anything, you're THEIR slaves.
And try making a few simfiles for your pack to show that there is actually a will behind your idea.
And try organizing your first post better.

I actually have people supporting my pack idea, unlike yours. And because my post count is 8x higher than yours, I can assume I know the forums just a tiny bit better than you do.
Your pack doesn't have a title.
Your pack has no judges, besides yourself.
Your pack lacks many necessary guidelines that stepmakers need. Mines;Hands on/off? How long can the songs be? How difficult?
Your pack has zero support.
Also: I'm a hypocrite? I organized my first post, I included guidelines, I had the pack image and name ready to go, I had due dates for steps, and anything I didn't have, I edited in based on what people suggested and pointed out to me. Unlike you.
