I had an interesting thought.. At least, I thought it was interesting. Anyway. A rule. Instead of a 24-hour waiting period, I thought a 23:50 period would be much better. It seems silly at first to just cut off ten minutes... But, say, if you want to have a schedule... An example: I have to leave for school at 8:23. Each day, I'd have to be posting later and later whenever I forgot to post at, say, 8:10. If I posted at 8:10 one morning then 8:15 the next morning... Well, you can see, you lose time that way. Eventually, there would be no time to vote before school. I wouldn't be able to vote until after school when I get home at 4:45 or 5:50. No returning to my schedule of voting before I head to school until the morning after the next day. But with ten fewer minutes on the waiting period, if I voted at 8:21 one morning, I could vote at 8:11 instead of 8:22 and not be late for the bus.

In other words (i.e. tl;dr version)... An extra ten (or so) minutes time helps keep a schedule because you don't always vote at the same minute, which pushes your voting time later.
