this seems like it isn't going places.... im guessing it's a 2-fold problem.
1. you need a host that can update is practically real time to make strategy effective
2. i'm guessing many players are fairly inactive for 1, and most people aren't really sure exactly what to do at all...
even i'm having some issues following what is supposed to happen, although i do think i have a decent grasp on it and a solid foundation for strategy. and given my ability to reason out games, if i'm having a little trouble... i'm guessing most people are having a TON of trouble.

Agreed. Also, having long-term games during the school year is not always the best time to have one.
Maybe you could split it into 2 cups? Less people in each race. Then maybe have the 2 winners from each race in a 1 vs 1 to decide a clear cut champion.
I'm going to put this on hold for the moment, I need to fix several aspects of this game that I didn't originally think would be a problem. (namely continuation with time)
Look for a fixed version in about a week and a half.
