That's my case. Though it can usually be your broadband deciding to be lazy or what not.

I am in Korea..
We have download speeds of up to 3.5MB/sec with normal Internet
I don't think Broadband is the case cause we use T1 lines, which are 100x better than broadband/DSL combined LOL
