Buy yeah, a real noob is somebody who acts like an idiot or is generally new to the entire internet. People who think a noob is just somebody lower than them are noobs themselves. You'll see this in MMORPG's such as today in wow somebody who was 4 levels higher than me wouldn't even answer a simple 'Yes/No' question because I was a "noob" since I was slightly lower than him. The real noobs are people like that or people who act elite because they have a higher status or a higher post count in something like this which I see quite a bit of.
SUMMARY: Noobs are idiots not people who are new to a game or community which opposes the exact definition but that's what it means today.
