[dialup noises] minor fixes

Hand Bias changed: -23 => -22

*Last third is certainly a bit spikey compared to the intro, but there is at least a build-up in the song to not warrant a cut, and little bits like the 32nds at 34.561 or the usage of hands starting at 63.275 also lend themselves towards a slight difficulty ramp up to the main point.

*Splitting up the spike into two halves here: 90.704 - 104.418, and 104.418 - 118.132
-In the first half you use jumps pretty minimally which is good considering how they'd interact with your short 32nd streams and mini trap 48ths, though there are some spots where they could still be used here as they're isolated from both those two things:
92.418, 94.132 (similar to 90.704), 95.847, 97.132
-Starting at 97.561 you start using jumps more heavily which while they would be warranted considering what they're going to, it's odd when they're used here and not at the start of the first half of the spike with there not being a change in the song. The second half of the spike at 104.418 has a change in the song with the added synth melody and here would be a good spot where the layering would change to a more liberal jump usage, rather than halfway through the first half of the spike.

Took all fixes from Gradiant's notes, fully agree with the strange transition point to higher intensity, so moved it to the 2nd half of the spike.
