Omitted some of the subtle 16th noises on the first quarter of the song for the sake of rhythm variety. Avoided doing lots of minijacks, especially at this being ~250 BPM. I've gone through this a few times, and tried putting in nerfs myself to see what the estimator says. I was able to get it down to 91.78, but that involved rearranging every OHT and completely deleting the ending section.

Ultimately I think you're going to have to rethink the layering in a substantial amount of this chart to nerf it to a low-90s level. Reduce a lot of hand use or maybe use some minijacks in some spots. Your Rush-Hour chart might be good inspiration for a level to aim for (though it leans more on minijacks, the speed vs. layering is close-ish to a low 90s expectation).
That would very much harm the current vision of the chart, which on the surface seems pretty decent overall. I'll let you decide how this should be handled - leave it for another batch and reject this submission, or try nerfing layering
