- Difficulty of chart contains an assigned number, suggesting to remove
0:16.082 - Those are technically 24ths and not 48ths
0:16.973 - Move to 1 (already have a note on 3 at 0:16.582)
0:29.104 - Missing jump, compare 0:20.756
0:32.778 - See 0:16.082
**0:48.278-0:49.321 - This part is super gross. Massive hole bait on the right hand. Change this to either ascending JS, or alternating short trills
1:15.278 - Suggesting moving to 2 for better PR
1:22.973 - Not a jump technically, but seems fine for flow purposes
1:30.017 - No hand?
*2:53.234-2:53.495 - Suggest to mirror this to lessen the anchor on column 4
*3:00.799-3:01.256 - Why a full set of rolls? You only did 3-note gallops in 1:14.364-1:14.799
*3:01.321 - Also this landing on 3 is bait as hell. cafe terrace at dusk type of bait transition. Suggesting just copy pasting the 1:14.364-1:15.278 segment with the note applied for 1:15.278.
This file got hands (literally). Intensive file with maybe a few questionable long anchors, but most likely fine. Feels right hand biased a lot though. FR on **, CR on *

- Offset's fine.
16.082 - These are 24ths, not 48ths.
16.582 - PR-wise this should be on 2.
16.973 - ^ should be reflected by moving this to 3. You'd have to change the latter hands though.
29.104 - Missing jump according to your structure.
32.778 - Also 24ths.
48.278 - This section is............okay, but I wouldn't do this even though the layering is technically correct. This could be made more interesting if this is an ascending jumpstream instead of trilling like this.
*1:01.843 - Long anchor on 3 here, should be shorter but again, your layering only locks you with the option of doing hands for the more intensive parts of the chart and this feels more of a victim of circumstance here, which I'll talk about this later on this review - and why this really limits your layering decisions as a whole.
1:11.234 - Jumptrilling works here but I can't help the fact that this feels uninteresting. Don't have a clear fix for this one, just pointing it out.
1:30.017 - Should be a hand.
*2:31.582 - This issue is reflected by the same layering decisions you have on 1:01.843. Wouldn't mention this anchoring instances anymore since this seems to be the motif you're going for here.
*3:00.864 - You did 3-note gallop sequences before, so what's with these rolls here?
About 1:01.843 that I talked about earlier - my issue with this chart stems on with how hard-hitting this whole chart, from start to finish, that I feel the layering only gets from doing hands every single time this instance comes about, and that solely reduces the effectiveness of the chart being more on the interesting side. There should be some other ways to make this chart not packing quite a punch to some degree with the hands being this pertinent. This exact motion does make the chart feel bland to play, and all it does is just adding to the redundant feel of having such heavy layering in the first place.
The anchoring issue doesn't help this chart's cause either - there are multiple instances where your anchors are long enough to a point that the players will feel more strained on taking care of those instead of focusing on the actual patterning (be it handstreams or chordjacks). It's an intense file, but also feels bland and offputting to play.
My personal belief is that I do think this chart can be made more interesting with layering reductions in multiple areas, but because this is a bounty for OT, you'll be facing a conundrum on whether or not this would fit into a due slot after the fixes. I'll give this an appeal rating if you think you have a different perspective on this chart, but I don't think this is particularly suited for OT, personally. [6/10]

Unfortunately I have to agree with Mipha here, the anchoring can be a bit disruptive to the flow of the file. There are also, as mentioned, some extremely right hand-biased sections as well. For instance: https://i.imgur.com/h6AqrfM.png
I feel the anchoring needs to be made a bit more intentional before this can be accepted, and there are quite a lot of places I would ask for the anchors to be adjusted--too much for an FR. Deam and Mipha provide good suggestions for this. That said, you definitely can get this accepted, so I encourage you to resubmit this to a future batch.
