** Sync has issues. The fix is a bit complex due to the bpm changes in the song, but large swaths of the chart are offsync by up to around 25ms as it stands; there are multiple different problems in multiple different sections, so I won't go into detail here, but I'd advise just resyncing this from scratch in DDream (I'm assuming this was made in the SM editor due to the presence of stops and a positive offset?) and pasting the chart back into there.

In light of these fundamental problems, I will not give a detailed review, but I will mention a couple other sticking points that I would need to see changed before accepting this:
- 13.646, 2:31.076: Please change these patterns. This is dangerously close to being Shotgun Surgery v2, and this pattern is way more difficult than the song's intensity would suggest it should be here.
- 1:58.409: This OHT does not make sense and is spiky.
- I find anchor use in general is a bit extreme and is done with little consciousness for difficulty curve of the file. The unanchored sections are for the most part pretty trivial compared to the anchored ones, which does not always fit the song very well. [5/10]

Since there is a 2+ point disparity between judges' ratings with one above the accept barrier and one below, this file is getting another opinion from a third judge. Hang tight.

The sync issue here is definitely a big detractor, and very noticeable in playtest. Definitely seems like this was stepped without a visual editor.

The Shotgun Surgery trills are also a definite non-starter.

Ositz' notes also point out a minor issue with layering consistency through much of the chart

I feel the chart needs to pay a bit closer attention to some details, some sync work and some appropriate nerfs -- Pizza and ositz have done a good job pointing out which, primarily with OHTs. Adds up to too much to cover with an FR flag, so have to reject this.
